Central Bank of Uzbekistan approves regulations on digital identification of customers

The regulations on the procedure for digital identification of customers was approved by the resolution of the Board of the Central Bank of Uzbekistan.

According to the regulator, the regulations determine the procedure and conditions for digital identification of individuals by banks, microcredit organizations, pawnshops and payment institutions.

Digital identification is applied to citizens of Uzbekistan, foreign citizens and stateless persons permanently or temporarily residing in the territory of the republic, the regulator specifies.

According to the regulations, certain tasks are assigned to credit and payment organizations:

- take the necessary legal, organizational and technical measures to protect the client's identification data

- ensure the reliability and accuracy of identification information

- take measures against falsification, unauthorized modification and disclosure of identification data

- exercise control over the storage and use of identification information.

Credit and payment institutions will use the following methods to digitally identify customers:

- verification and identification of the client by an employee of the credit and payment organization on the basis of the information provided by the client

- verification and identification of the client in real time by the information systems of the credit and payment organization without taking into account the human factor.

The regulations were registered with the Ministry of Justice of Uzbekistan on September 30, 2021.
