The Ministry of Finance of Russia provided bilateral government loans to foreign states or their legal entities in the amount of 81.6 billion rubles in March 2022, according to the data from Federal Treasury.

In January-February, this amount was 28.5 billion rubles, and in March 2021 it was 26.2 billion rubles.

In terms of dollars (based on the average dollar/ruble exchange rate in March), the amount is approximately 790 million dollars. Experts believe, the most likely contenders for the March government-backed loans are Iran or Belarus.

Russia planned to issue government loans to foreign partners in 2022 in the total amount of 374.9 billion rubles – thus, in March alone, Russia fulfilled almost 22% of the yearly plan.
