Federal platform for issuing digital passes to be implemented in 21 RF constituent entities

Following a meeting of the heads of regional digital transformation bodies held at the Ministry of Communications of Russia on April 21, 2020, the 21 constituent entities of the Russian Federation submitted their applications to the Ministry in order to start the implementation of the federal solution for issuing digital passes.

The federal platform for issuing digital passes enables employers operating under the restrictions to submit – through the legal entities’ accounts on the Unified Public Services Portal – lists of employees qualified for permanent digital passes. Upon verification and approval of the application received from the employer, the regional bodies will generate permanent digital passes in the form of QR codes and send them to the employees’ personal accounts on the Public Services Portal and to their email addresses.

As part of the pilot implementation of the decision of the Russian Ministry of Communications, over 900,000 permanent digital passes were issued since April 13, 2020, and about 400,000 one-time passes are issued daily in the Moscow Region. The technologies of interoperability between the digital pass systems of Moscow and the region have been fine-tuned. Police officers in Moscow and the Moscow region can read QR codes of residents of both regions. The numbers of vehicles and transport cards specified in the digital passes of residents of the Moscow Region are processed on the Unified Public Services Portal platform and immediately transmitted to the Moscow Government.
