Banks suggest limits on deposits for low-income citizens

New deposits for poor citizens should be limited to 300 thousand rubles, a number of major banks said.

The Post Bank, Novikombank, Absolut Bank and UBRD told Izvestia that their statements were made in support of the idea of ​​the Central Bank to create a special term deposit with a higher interest for low-income people, while the difference with the market rate should be covered from the profits of credit institutions.

The UBRD insists on the need to limit the deposits by the amount of up to Rub300,000. Accordin to the Post Bank management, Rub200,000 or 50% of the amount of average common deposit will be the adequate threshold for such products. Absolut Bank believes that there should be no limits on the amount, since it is about people with low incomes.

Generally, bankers agree that the rate applied to special term deposits with a higher interest for low-income people should be tied to inflation, rather than to the key rate. But at the same time, they think the demand for this instrument will still be low.

Speaking about the regulator's idea of ​​introducing a mandatory refund in case of theft from the accounts of Russians, President of the ARB, Academician of the Russian Academy of Sciences Garegin Tosunyan stressed that it is crucial in such situations to find out who is the culprit – the financial institution or the client. It is this factor that is decisive. People need to be protected, and to a greater extent it refers to those who have become victims for reasons beyond their control.

“In terms of fairness, banks in such cases can be considered a strength that should be held accountable for fraudulent third parties. Moreover, if the bank is guilty, in this case the credit organization should be held liable in full, and not within the limits of a certain amount, ”Garegin Tosunyan believes.
