The tenth PLUS-Forum 2019 in May : the anniversary celebrant sets a new popularity record

TR4A0100.jpgThe 10th anniversary International PLUS-Forum “Cards, Payments and Mobile” gathered over 1,500 delegates at Sokolniki Exhibition and Convention Center in the last days of May.

The salient feature of this PLUS-Forum was its business programme, which included the most topical issues of the banking sector, payment industry and retail, as well as the list of speakers presenting the opinions of various market participants – the regulator, banks, major retailers, vendors and service providers from different countries. A total of 65 experts spoke at the conference.

The Forum keeps evolving along with the market, and that’s what accounts for the new record number of visitors to the 2019 event – more than 1,500 people. This year, for the first time ever, the Forum Steering Committee organized a full-scale online broadcast of speakers' presentations and reports in Facebook.


Another innovation was the special session dedicated to payments in public transport, which was organized in the framework of the PLUS-Forum.

The list of partners of the event included 55 companies, with Mastercard as the global partner. For the third time, the Forum was supported by Mir, the national payment system.

Over 70 companies from more than 20 countries took part in the exhibition held alongside the conference. Among them are Argentina, Austria, Germany, Belgium, Great Britain, Iraq, China, USA, Belarus, Tajikistan, Moldova, and more. Many of the exhibitors presenting their innovations for the first time did it exactly at the anniversary event.


Below is a digest of the most important events of the May PLUS-Forum 2019.

Maria Krasenkova, Head of Department for National Payment System Development and Regulation, Bank of Russia, confirmed the plans of the Central Bank of the Russian Federation to reduce acquiring fees in the social segment before the end of 2019 and stated that there is no reason to extend the zero fee rate in the Faster Payment System.

Vladimir Komlev, Board Chairman, General Director of NSPK, has announced nearly 60 million Mir cards in issue, and informed that the acceptance of the national payment system cards in Tajikistan will start by the end of 2019.

Andrey Tarusov, COO, Mastercard, called digital identity an important solution to minimize the risks of user data theft.


Dmitry Kolesnikov, FPS Director, announced that Otkritie Bank would join the Faster Payment System soon.


Vladimir Maltsev, Deputy Head of the Operational Control Directorate, Federal Tax Service of Russia, speaking about the results of a trial special tax treatment for self-employed (“Tax on Professional Income”), estimated the number of potential self-employed in Russia at 5 million.


Pay2Me presented a new service for the self-employed at the exhibition, which helps not only receive the respective status, but also settle fiscal issues without visiting tax office.

Yevgeny Vinokurov, Head of Remote Monitoring, Bank of Russia, warned of further growth of social engineering fraud and urged banks to team up to counter it, making the money transfer system more transparent.


Lilia Vladykina, an analyst at Euromonitor International, said that cash payments are to account for 24% on average globally and 32% in Russia by 2023.

The ISBC Group presented the next generation of payment form factors – AIRTAG Pay RFID key fobs.

QIWI presented new online solutions for retail banking to help customers replenish accounts and repay loans.
