State Duma drafts amendments on Russians’ voluntary ban on issuing loans

State Duma deputies and financial market participants are developing a mechanism for a “voluntary ban” on loans, RBC reports with reference to the documents. Their authenticity was confirmed by Anton Guetta, Deputy Chairman of the Financial Market Committee.

Reportedly, this refers to two bills that would amend the Civil Code and the laws “On consumer credit” and “On credit histories”. The amendments will allow Russians, should they wish so, to specify in their credit history the refusal to receive any loans.

The initiative is aimed to allow people tо be protected from fraud, Guetta said. According to him, cases have become more frequent when fraudsters receive loans on behalf of citizens. A lost mobile phone or passport, as well as personal data leak can make life very difficult.
According to the source, the initiatives may be laid before the Duma in June.
