About third of all droppers are non-residents

This was stated by Head of Fnancial Monitoring and Currency Control of the Bank of Russia Bogdan Shablya speaking in the Federation Council. “Banks have virtually no tools to verify the authenticity of documents submitted by non-residents, and I would like to remind you that about 30% of all drops are non-residents. And we are generally seeing an increase in the use of non-residents’ cards as droppers’ cards. And in our opinion, the project being implemented by the Ministry of Digital Development, namely the digital profile of non-residents, is very promising. Together with the Ministry of Digital Development, we will work on the attributive composition of this profile and study the issue of connecting credit institutions thereto," said Shablya. 

As estimated by the Bank of Russia, 80 thousand people become droppers every month. This was said by Deputy Governor of the Bank of Russia Olga Polyakova in February: “They are literally brought by buses to bank branches to form two queues:  one – to receive a bank card, and the second line– to close the account and withdraw funds blocked by banks. And the scale of this problem worries us very much, indeed,” Polyakova said
