Russian payments market in 2026: How and with what we are meeting the come-back of VAT

In its recent official letter to the Bank of Russia, the Ministry of Finance clarified which payments market transactions are subject to VAT from January 1, 2026, in the context of lifting previous benefits for payment industry participants. We invited Alexey Voylukov, Program Director of the PLUS-Forum, Editor and Member of the PLUS Journal Expert Council, MBA professor of business practice in digital finance at the Presidential Academy (RANEPA), to comment on the release of this long-awaited document (PLUSworld editorial board is in possession of the text of the letter).
